The commission, headed by the opposition, had been faulted for including &quot;foreigners&quot; in the rolls.  In post &quot;Ivoirite&quot; CI, foreigners are people from the north of the country, Muslims, or communities who don&#039;t support the government. Soro took no principled stand against this clearly unconstitutional stance.  The opposition (non rebel) parties did, sending their supporters out to die in riots.  Now they&#039;ve decided they will just extract minor Ministry seats instead.
